The most famous manta ray spots in Japan are Kabira Ishizaki and Panari (Aragusuku Island)! The reason why you can encounter manta rays at these spots is because they come to get cleaned (by cleaning fish)! You can see them circling around (called hovering) on ​​top of a mountain in the sea and getting their bodies cleaned.
